District attorney, wife found dead in Texas county where assistant DA was shot, police say

Kaufman County District Attorney Mike McLelland and his wife Cynthia were found shot to death inside their Forney home Saturday, nearly two months to the day after his top assistant was gunned down on his way to work earlier this year.

Kaufman County Sheriff's Department investigators confirmed the deaths to NBC 5 Saturday evening, but had little else to say in the early stages of the investigation.

One source close to the probe said the top prosecutor and his wife were found by a concerned relative or close friend who had gone to the house about 4 p.m. after being unable to reach them.


Other sources told NBC 5 that the McLelland's front door may have been kicked in and that gunshots had been fired, though police have not independently confirmed that information.

There was no immediate confirmed link between Saturday's murders and the Jan. 31 slaying of Kaufman County Assistant District Attorney Mark Hasse, but it would be hard to not speculate on possible connections.? With that in mind, officials contacted all Kaufman County officials to ensure their safety Saturday. One former Kaufman County prosecutor was "in hiding" Saturday evening and said others were as well.

While police officers are frequently the target of violence while trying to apprehend criminals, attacks on prosecutors are extremely rare though not unheard of.? McLelland said as much in January when speaking about his slain friend when he said Hasse was aware of the dangers associated with being a prosecutor.

At the time, he described Hasse as a really, really good man that was an excellent friend and a spectacular prosecutor who wouldn't be easily replaced. He also vowed to catch Hasse's killers saying, "I hope that the people that did this are watching. Because we're very confident that we're going to?find you, pull you out of whatever hole you're in, bring you back and let the people of Kaufman County prosecute you to the fullest extent of the law."

FBI agents and Texas Rangers, who were still investigating the unsolved slaying of Hasse, are now leading the investigation into Saturday's murders, according to a federal law enforcement source.

McLelland and his wife, Cynthia Woodward McLelland, have five children including two daughters and three sons.? One of the sons is a Dallas police officer.

Investigators are expected to hold a news conference Sunday morning. ?More information is expected to be released at that time.

Bidding wars return to Boston-area real estate market | Universal Hub

Notice that the article is about "Boston-area".

I can't say with confidence what is happening in the city proper, but I can tell you from personal experience (my own and those of very close friends) that this has been going on for at least 6-8 months in some of the popular "suburban" communities (I express "suburban" as such as a nod to those who consider anything outside Boston-proper to be the suburbs, eventhough we UHubbers know that many of the city neighborhoods are more suburban than many communities outside of Boston).

Incidentally, the people that I've seen buying in these places are not "overseas investors" as we've seen so frequently in south Florida (and perhaps downtown). In fact, most of them are people who already live in the same community and are upsizing because they've recently had children after getting comfortable that the economic world is not ending as they thought it might in 2008-2010 (an agent told me yesterday that everyone who had come to see a particular house was moving out of a condo).

It's all about the low interest rates and the corresponding monthly payments. There's a big difference between 3.75% and 5% when you're talking about a 900K single family home. The new housing price bubble will keep inflating around here until rates go up (and since the Fed seems so hell-bent on issuing proclamations that that's not happening soon, things are beginning to look very 2006y around here).

If anyone thinks new Eagles coach Chip Kelly is going to revolutionize the game of football by implementing an offense the likes of which the NFL has seen before, Kelly has some disappointing words.

?We don?t run some magical offense or defense,? Kelly said, via Sam Farmer of the Los Angeles Times. ?You?re talking about the best coaches in the world at this level. They see everything that we?ve done at the college level, and everything we?ll do, they?ve seen before.?

In fact, Kelly said that not only is the spread offense that he ran at Oregon ? aspects of which caught on in places like Washington, San Francisco and Seattle last year ? not new, but it?s actually as old as the game of football itself.

?I don?t think anybody?s inventing anything new,? Kelly said. ?It?s a very cyclical game. A lot of things that are being done with the Wildcat formation was the single-wing formation run way back when. Dick Kazmaier won the Heisman Trophy at Princeton [in 1951] running the single-wing offense. He would have been a good zone-read quarterback.?

Kelly said he?s less married to his schemes than most people would think, and more like Broncos coach John Fox, who showed over the last two years that he could dramatically change his team?s offense depending on the personnel.

?If you?ve got a good coaching staff, that?s what you do,? he said. ?The best example in the NFL is John Fox. A year ago, he had Tim Tebow and went to the playoffs. Now, he has Peyton Manning and runs an entirely different offense, and went to the playoffs. When you?re good, you adapt to who you have.?

And from what Kelly says, he?s ready to adapt to the NFL, rather than thinking NFL defenses will have to adapt to him.

Cyprus races to complete alternative rescue plan

NICOSIA, Cyprus (AP) ? Politicians in Cyprus were racing Saturday to complete an alternative plan raising funds necessary for the country to qualify for an international bailout, with a potential bankruptcy just three days away.

Finance Minister Michalis Sarris said "significant progress" had been made, and that new legislation raising funds could be completed and submitted to Parliament as early as Saturday evening, although the timing was not certain.

Cyprus has been told it must raise 5.8 billion euros ($7.5 billion) in order to secure 10 billion euros in rescue loans from other European countries that use the single currency, and from the International Monetary Fund. The country's lawmakers soundly rejected an unpopular initial plan that would have seized up to 10 percent of people's bank accounts, and is now seeking a way to raise the desperately needed money.

Time is running out fast. The European Central Bank has said it will stop providing emergency funding to Cyprus' banks after Monday if no new plan is in place. Without ECB's support, Cypriot banks would collapse on Tuesday, pushing the country toward bankruptcy and a potential exit from the 17-nation eurozone.

Banks have been shut all week while the plan is put into place, and are not due to reopen until next Tuesday.

Representatives of the IMF, ECB and European Commission ? collectively known as the troika ? met with Sarris and other officials in the Finance Ministry throughout the morning, negotiating several new laws, including a crucial bill that would impose some form of a tax on bank deposits.

The details were still being worked out, but officials have said that the tax could apply to deposits in the country's top two lenders, which were most exposed to bad Greek debt, or even all banks.

Troika consent is essential as they will determine whether the plan that the Cypriots come up with would meet the requirements for the bailout before it is presented to the eurozone finance ministers for final approval.

A eurogroup meeting of the finance ministers is expected to be held in Brussels over the weekend, and Cyprus President Nicos Anastasiades was also to fly there, potentially as early as Saturday.

"Significant progress has been made toward an agreement at least with the troika which will report to the Eurogroup," Sarris told reporters after the initial morning meeting at his ministry.

"Two or three issues need further work, issues on banks, there are different calculations," Sarris said. "There is the contribution of experts from the private sector."

The experts would hold consultations amongst themselves and officials would resume negotiations with the troika again later Saturday afternoon.

"We have a number of experts that are working from the private sector, at the Central Bank, at the Ministry of Finance trying to iron out these details so that when we do reach an agreement there will be no room for different understanding or misrepresentation."

Nicosia made a significant step towards cementing a new plan Friday night, when its lawmakers approved nine bills, including three crucial ones that will restructure ailing banks, restrict financial transactions in emergencies and set up a "solidarity fund" that will act as the vehicle for raising funds from investments and contributions.

The bank restructuring will include the country's troubled second largest lender, Laiki, which suffered heavy losses after being exposed to toxic Greek debt.

The restructuring of Laiki and the sale of the toxic-asset laden Greek branches of Cypriot banks is expected to cut the amount the country needs to raise to about 3 billion euros instead of 5.8 billion euros, officials have said.

Other banks may also be included in the restructuring, such as the country's largest lender, Bank of Cyprus, which was also exposed to Greek debt.

"We have to be clear to protect the financial system and for banks to open Tuesday with a clear picture," Sarris said.

A new U.N. report says more people have access to cellphones than toilets (original images, AP)A new United Nations study has found that more people around the world have access to a cellphone than to a working toilet.

The study?s numbers claim that of the world?s estimated 7 billion people, 6 billion have access to mobile phones. However, only 4.5 billion have access to a toilet.

At a press conference announcing the report, U.N. Deputy Secretary-General Jan Eliasson announced the organization is launching an effort to halve the number of those without access by the end of 2015.

?Let?s face it?this is a problem that people do not like to talk about. But it goes to the heart of ensuring good health, a clean environment and fundamental human dignity for billions of people,? Eliasson said at the press conference.

In August 2012, the Bill Gates Foundation began its own effort to ?reinvent the toilet? as a way to help curb the number of people around the world without access to sanitary waste disposal.

Interestingly, the report states that India alone is responsible for 60 percent of the world?s population that does not use a toilet, an estimated 626 million individuals. Yet, at the same time, there are an estimated 1 billion cellphones in India.

Conversely, in the world?s most highly populated country, China, only 14 million people do not have access to a toilet. However, there are also fewer cellphones in China, 986 million, according to the Daily Mail.

Driving the point home, more than 750,000 people die each year from diarrhea and one of its primary causes is from unsanitary conditions created in communities without access to toilets.

And there are other benefits of installing more modern sanitation options that don?t immediately come to mind.

?This can also improve the safety of women and girls, who are often targeted when they are alone outdoors,? said Martin Mogwanja, deputy executive director of the U.N. Children?s Fund. ?And providing safe and private toilets may also help girls to stay in school, which we know can increase their future earnings and help break the cycle of poverty.?

Obama appeal to Israeli public means risk

JERUSALEM (AP) ? In a landmark speech to young Israelis this week, the visiting U.S. President Barack Obama delivered an unorthodox appeal couched behind warm words of affinity for their country: Urge your leaders to change their ways and take bold new steps to reach peace with the Palestinians.

The message, potentially risking the ire of Israeli Prime Minister Benjamin Netanyahu, marked a gamble by the U.S. leader as he searches for ways to restart long-stalled Mideast peace efforts. With no breakthroughs coming out of the visit on the Palestinian front, Obama must now hope that the power of the presidency, combined with the goodwill he accumulated during the 48-hour visit, can persuade a still-skeptical Israeli leadership to abandon some deeply entrenched views and get negotiations moving again.

After a first term plagued by repeated run-ins with Netanyahu and perceptions among Israelis that he was cool to their cause and perhaps even hostile to their prime minister, Obama certainly succeeded in his goal of resetting the relationship. He was treated like a rock star in meetings with Israeli leaders and everyday people, and his every moment was followed by a fawning Israeli media.

"Israel is in Love," Yediot Ahronot, Israel's largest daily, wrote in a headline Friday.

Obama and Netanyahu, who have appeared uncomfortable together in the past, smiled, joked and exchanged pleasant small talk throughout the visit, with much of the conversation caught on live microphones permitted to join them. Netanyahu seemed almost giddy at times.

But hidden behind the public displays of affection, Obama delivered a powerful message. In the keynote address to Israeli young adults, he implored the gathering to press their leaders to take risks for peace.

He also had some tough words for his audience, criticizing Israeli settlements as "counterproductive" and speaking movingly of Palestinians suffering under Israeli military occupation.

"Let me say this as a politician. I can promise you this. Political leaders will never take risks if the people do not push them to take some risks," he said. "Ordinary people can accomplish extraordinary things."

While addressed at the Israeli public, the nationally broadcast speech was also aimed at Netanyahu. On the most public of stages, Obama embraced the key argument of Israel's left wing: that the status quo, in which Israel controls millions of disenfranchised Palestinians, is unsustainable and that making concessions for peace is good not only for the Palestinians, but vitally needed for Israel itself to be able to survive.

Obama's speech, even the lines most critical of Israel, was repeatedly interrupted by applause from the preselected audience largely comprised of university students. Perhaps the loudest ovation came when he called for the establishment of a Palestinian state.

"The speech gave young people a new spirit to push for a two-state solution," said Isaac Shickman, a 24-year-old Jerusalem university student who was in the audience. "It made me think of what I can do to promote peace and change in the country and the region."

Handled improperly, Obama's gambit might have backfired. Early on in his presidency, Obama's public criticism of Israeli settlements in the West Bank and east Jerusalem raised tensions with Israel and contributed to more than four years of deadlock in peace efforts.

The Palestinians claim both areas, captured by Israel in the 1967 Mideast war, for their future state and have refused to negotiate while Israel continues to expand its settlements there.

Julian Zelizer, a historian at Princeton University, said Thursday's speech came straight out of Obama's playbook back home.

"This was President Obama using some of the tactics that he uses here, meaning trying to speak directly to the people to pressure the leaders to do something, rather than focusing on the leaders themselves," he said.

He said the tactic risked antagonizing Netanyahu, but that Obama deftly handled the visit. Obama's warm words for Israel, his repeated pledges to Israeli security, a visit to the Yad Vashem Holocaust memorial and the many joint interests of the two countries all helped blunt potential criticism.

"It's a successful speech, but it's a far cry from solving the problem," he said.

In a statement, Netanyahu's office said he "shares President Obama's view regarding the need to advance a peace that ensures the security of Israel's citizens." It would not comment on Obama's appeals to the public.

Israelis themselves were divided over the significance of the speech.

"It was a seminal speech, even an historic one," wrote Shalom Yerushalmi, a commentator in the Maariv daily. "Will it work? Who knows?"

Tzipi Livni, the leader of a small dovish political party who is Netanyahu's new chief negotiator, said she hoped Obama's message would rally more Israelis to the country's peace camp.

"I would be very happy if Israeli citizens who heard him were convinced that this is what needs to be done," she said.

But Naftali Bennett, a Cabinet minister who leads a pro-settler party, rejected the speech. "A Palestinian state is not the right way," he wrote on his Facebook page.

Such divisions in the Cabinet are a key reason why it seems unlikely that Netanyahu will make any bold new concessions to restart talks. U.S. Secretary of State John Kerry is expected back in Israel on Saturday night to discuss the matter.

During the trip, Obama also had some tough words for the Palestinians. While criticizing Jewish settlements, Obama told the Palestinians to stop using the issue as an "excuse" to do nothing and stressed that disagreements can be resolved only through negotiations.

Hanan Ashrawi, a senior Palestinian official, said she found Obama's visit disappointing, but not surprising.

"I think the purpose of the visit, clearly, was to show support and identification with Israel," she said.

"The question has to be answered by the Americans, and the international community. How are they going to proceed from here?" she said. "It's not enough to say Kerry will be here frequently."

American presidents have a long history of using their position to cajole foreign audiences.

"I think presidents rightly see it as part of their duty," said political historian Evan Cornog, dean of the School of Communication at Hofstra University in Hempstead, New York. "The U.S. is a nation of ideas."

In 1963, John F. Kennedy paid a historic visit to a divided Berlin to show solidarity with the people of West Germany. A quarter of a century later, Ronald Reagan famously urged Soviet leader Mikhail Gorbachev to "tear down" the Berlin Wall.

OTT (Over-The-Top) streaming is the delivery of video and audio media streams to connected devices via the Internet. Unlike traditional IPTV, there is no need for a dedicated network or infrastructure provided by the operator, as OTT is transported through regular Internet data protocols and uses the open Internet, on unmanaged networks.
What is the difference between OTT and IPTV?


IPTV ? IP work of DVB world:

  • Traditional IPTV which has been widely deployed by numerous operators, namely those that propose a triple-play ADSL offer to their customers.
  • This traditional IPTV is delivered over a dedicated, operator-managed network that is used only for broadcasting TV.
  • ?The operator has full control over the network and can configure certain parameters, such as bandwidth consumption and regularity of packet transportation, to ensure a high level of service quality.
  • Traditional IPTV uses TS (transport stream) transmission technology which is based on satellite TV broadcasting and delivers content over UDP in datagram mode.

OTT ? TV work of IT world:

  • OTT TV uses HTTP, the protocol which has been used for decades to transport web pages over the Internet.
  • HTTP is based on TCP, a connected transport protocol with more practical features than UDP. It is easier to track a TCP connection, for example. As a result, a TCP connection is easily managed through firewalls, NAT (network address translation), home and office networks.
  • It also enables anyone that has sufficient web hosting capacity to broadcast any audio and video media to a worldwide audience over the open Internet.
  • HTTP has already been used as a transport solution for video on demand (VOD) media embedded into web pages, especially on Flash-based sites, such as YouTube or Dailymotion.
  • However this solution does not use real time streaming, but progressive downloading of one media file, where the browser downloads the file from the HTTP web server and when it has a sufficient amount of data, starts to play the content while downloading the rest of the file.The main drawback to this approach is the length of time it takes to fill the initial buffer.
  • Another issue associated with http is streaming quality, which depends on the IP connection.
  • Content streaming may be subject to stalling if there are fluctuations in bandwidth, leading to frame freezing. As a consequence, it is nearly impossible to use the solution to broadcast live channels.
  • Until recently, live broadcasting was therefore restricted to operator-managed IPTV networks using the UDP multicast protocol.
  • The arrival of OTT streaming, however, has brought a new approach and it is now possible to achieve levels of streaming quality over HTTP that allow live content to also be broadcast over the Internet.

Adaptive Bit Rate (Abr)

As the open Internet is by definition an ?unmanaged? network, the end-user bandwidth cannot be controlled. This can lead to low streaming quality and negatively impact the user experience when watching TV. The proposed technology must be adapted for use on a full range of end-user devices (PC web browsers, STB/TV, mobile handsets, digital tablets, etc). Currently, there are three big players who propose their own solutions to the challenges of OTT: 1.???? Apple?, promoting its HLS standard; 2.???? Google?, pushing its own WebM technology; 3.???? Microsoft?, with Silverlight Smooth Streaming. Building Market and Meeting the Players: High quality video delivery was the monopoly of managed network players, i.e. telecom operators (telcos) and Internet Service Providers (ISPs). OTT enables new players to enter the game by creating a direct connection between the content providers (TV channels, content aggregators, satellite and cable broadcasters) and the end users. It enables the content providers to promote their video services directly to the viewer. Most content providers have suffered from the telco/broadcast war for end user management, and telcos have gained a significant advantage through IPTV and VOD offers that are included in triple-play packages. With OTT, content providers will be able to get their revenge by marketing and delivering their content directly to TV and mobile device viewers. Before the arrival of OTT technologies, video delivery was mainly limited to PCs and some high-end mobiles phones. We now see the emergence of Connected TVs, and connected TV enables consumer electronics manufacturers to bring value to TV delivery because it allows direct contact between the viewers and the content providers. Another new market which has emerged from OTT content availability is the tablet market. Other examples of new emerging players able to take advantage of the opportunity in OTT are the electronic retailers who already have partnerships on the fixed and mobile telco markets, and MVNOs (mobile virtual network operators). Their core business is to deliver devices to consumers such as TV sets, tablets and other connected video equipment. OTT can enable them to leverage their CRM (customer relationship management) with a complementary video offer, linked to the electronic devices they are distributing.

Apple introduced HTTP Live Streaming (HLS) in June 2009 with their iPhone? OS 3.0 (which has since been renamed iOS). HLS streaming is without any doubt the most widespread protocol used for OTT, as it is available on all Apple devices (iPhone, iPad, iPod?, Apple TV?...) as well as on some software players and a number of set top boxes.?
The operating principle of HLS is to work with segmented TS-based video streams or files.

  • The chosen container for HLS is thus an MPEG transport stream (TS), also used for satellite broadcasting and IPTV on managed networks.
  • The chosen codec is MPEG H.264 for video and AAC for audio, which have also been widely used in the broadcast industry for many years.

The approach taken by Apple is very interesting. It is based on using proven industry standards and modifying them slightly in order to fit with the requirements of an OTT solution. The less the modifications impact existing standards and technologies, the faster HLS will integrate into existing ecosystems.

The way to achieve HLS streaming is to:
  • Encode video in H.264/TS format (taken from live feed or from a file), in different bitrates;
  • Use a stream segmenter to generate short ?chunks? of content ? typically 10 seconds each ?
  • Generate a playlist file (m3u or m3u8) indicating where to download the chunks;
  • Distribute through a HTTP server, and provide appropriate caching.

Another strength of HLS is its ability to implement adaptive bitrate intelligently. Contrary to the techniques that are used in mobile RTP streaming, it is the end user device that decides the stream quality, according to the available bandwidth (and not the video server). This approach aims to ensure unbroken video streaming, thus creating a positive user experience on an unmanaged network:

Index file is generated indicating different profiles (streaming qualities) available for one channel/content file;


The receiving device (PC, mobile, STB) looks for the most suitable bitrate based on how long it takes to receive a chunk file;

Each chunk file lasts 10 seconds, so the receiving device can automatically adapt the streaming with flexibility ? in this case, every 10 seconds.


Advantages

  • It provides a simple and efficient adaptive bitrate solution to cope with the fact that bandwidth is not managed on open networks.
  • It is easy to integrate at the reception device level and can therefore be deployed on a wide range of set-top-boxes and devices.
  • It is based on Transport Stream transmission technology, making it easy to integrate into the existing digital TV world. A lot of IPTV DRM providers have already adopted this standard.

Limitations

  • ?The adaptive bitrate solution is located solely in the device client. This ?democratic? approach could hinder some uses in the professional / corporate world where administrators may wish to fine-tune the available video quality for certain specific content.
  • As Apple didn?t propose its own client software for Windows PC, there is no native support in the major web browsers, and the lack of plugins to simplify integration makes it difficult to use as a web TV standard.
  • Being limited to the MPEG standards means that the providers of HLS-compatible equipment may be liable to pay a license fee to MPEG LA. While it is no problem for Apple to pay an additional few cents in licensing fees when they sell iPhones, iPods or iPads that cost several hundreds of dollars, it may be a significant barrier for players in the ?free and open-source? culture ? namely the web browser providers who do not sell their products. Mozilla Foundation or Opera Software would not be very pleased to pay royalties to MPEG LA every time their browser software is downloaded. Recently, MPEG LA chose to soften their politics regarding free content over the Internet, but their global position remains unclear.
  • DRM encryption is done through the encryption of the entire chunks. The transport layer is thus also encrypted, which is a barrier for some features, such as dynamic trick modes.

Google WebM

WebM was announced in May 2010, during Google I/O 2010. Promotion of the technology made it clear that WebM aimed to provide an OTT solution that would be royalty-free and usable on an open basis by all Internet companies and communities. In order to achieve this,

  • Google decided to provide its VP8 video codec under a BSD license.
  • The chosen audio codec is Vorbis, and the container is based on a profile from Matroska.
?WebM does not require segmentation of the media into chunks, because with WebM, one media stream is seen as one file. To stream WebM from a live or VOD file:
  • Encode the video and audio content in VP8 and Vorbis respectively, in different bitrates;
  • Mux them into a WebM file, which must be automatically refreshed in real time if you plan to do live streaming;
  • Use a HTTP server to deliver the WebM file.

Note that there is an added complexity to live TV streaming, where the muxing must be done constantly, and the resulting file will never be the same over time. As a result, caching on WebM is much more difficult than with chunks of video files. This makes it difficult to integrate added-value features such as trick play, playlist or circular buffer.

WebM is also very different from the other OTT solutions because it is the server that chooses the audio/video streaming bitrate before muxing. The server has an output buffer in which it pushes all the packets ready to be sent. As it sends the content of the buffer to the network, it detects if there is enough bandwidth to reach the client. If not, it scales down to a lower bitrate.

Advantages

  • The choice of Matroska for the container profile is interesting: Matroska uses EBML, a binary format derivative of XML. It allows the capabilities of the container to be extended without breaking the compatibility with older parsers. For example, it already includes a menu system (similar to the ?chapters? of a DVD) and supports multiple audio and video tracks with labels attached to them, clean 3D handling, closed captions and subtitles, etc.
  • Moreover, Matroska uses less bandwidth than TS encapsulation ? this is an important point, especially for mobile devices.
  • Native playback for three of the main web browsers is also an advantage. If you have ever tried to watch a Flash-based video clip using LinuxOS, you should know that plugins are not necessarily very stable.
  • The adaptive bitrate is managed by the server, but there are tricks that can enable the client software to ask the server to switch to higher or lower bitrate.

Limitations

  • The lack of chips currently available for VP8 hardware decoding is a major drawback for WebM. When compared to the support of H.264, which has become very common on medium to high-range mobile devices, it is a good illustration of the difficulty in imposing a new codec to the industry.
  • In addition to the codec issue, and contrary to HLS, there is also the fact that the STBs have to support the Matroska container. While it?s not a significant issue for players from the web environment, it may become one for those who come from the satellite receiver domain, which more traditionally supports TS. However, this could be balanced by the fact that some STBs are powered by an Opera browser, which promotes the WebM standard (even though Opera on STBs only currently supports the H.264 codec).
  • There is also an issue with WebM caching, which can be tricky. It can only be done using dedicated IP streaming servers. It can?t be done using web caches.
  • Officially, WebM does not mention DRM systems. However Matroska can support encryption very easily, even if DRM-enabled .mkv files are not very common yet.

Microsoft Silverlight Smooth Streaming

Smooth Streaming is part of Silverlight 3.0, and its specifications were published by Microsoft in September 2009. Video streaming was a major advance in Silverlight?s capabilities.

Smooth Streaming is based on fragmented files, with a PIFF (Protected Interoperable File Format) container, which is extended from 3gp format, and an underlying SSTP (Smooth Streaming Transport Protocol) layer.?The general principle is quite similar to HLS streaming:

  • Encode video in H264 and audio in AAC (or VC-1/WMA), in different bitrates;
  • Use a stream segmenter to generate fragments and mux them into a PIFF container;
  • Distribute through a HTTP web server, and provide appropriate caching.

The client software starts by requesting a manifest from the server. The manifest response from the server lists the available media, tracks and bitrates. The client then asks for one or more fragments corresponding to the requirements on the list to be sent by the streaming server over HTTP. Like HLS, when using Smooth Streaming it is the client that manages the choice of adaptive bitrate. Finally, it should also be noted that DRM are particularly well integrated into Smooth Streaming, with the possibility to use several DRM layers in the same file.

  • The general design principles for Smooth Streaming are quite similar to those of HLS and so, like the Apple solution, it provides easy adaptive bitrate management from the client side.
  • Contrary to the other two OTT systems, DRM is already well integrated in Smooth Streaming.
  • In the web streaming field, Microsoft Smooth Streaming has acquired a strong image gained from successful live HD (720p/1080p) streaming of major events. The video quality of the live broadcasting was praised, compared to that provided by Flash-based sites at the same time.
  • Microsoft specifications are very detailed, so solution support takes much more time to implement. The result is that Smooth Streaming may not be adopted as fast as HLS, which was designed as an easy derivation from the TS standard.
  • Although Smooth Streaming was clearly designed for web streaming, the player is always managed through the Silverlight plugin. Even Microsoft?s Internet Explorer requires the external plugin. Also, although Silverlight is officially supported on Microsoft Windows and Apple MacOS X, it is not the case for Linux workstations, or mobile devices. So Smooth Streaming cannot be used on any of the highly popular iOS devices (Apple iPhones, iPads, iPods...) or on Android platforms. For Linux OS, the solution is to use Moonlight, an open-source implementation compatible with Silverlight, based on the Mono framework.
  • Like HLS, Smooth Streaming is also limited by the fact that it is impossible to manage bandwidth from a centralized point on the network: everything is decided solely by the device clients.
  • Finally, Smooth Streaming is based on patented audio and video codecs, so its use may be subject to license fees, payable to MPEG LA or Microsoft.

Obviously, all three approaches have their advantages and drawbacks. The real question is: What are you going to use OTT for? Do you plan to launch an iPhone app? Or a corporate web site? Or a mobile service?... And do you want to include connected TVs? Or are you planning a new service with a dedicated set top box, created from scratch?? This will give you a starting point for your choice of a possible solution or solutions.?

Plenty of fans think that the move to make pro football safer comes from a desire to protect the coffers against future litigation filed by the players of today.

Falcons president Rich McKay, who chairs the league?s Competition Committee, addressed that concern during a Thursday visit to Pro Football Talk.

?Absolutely not,? McKay said, ?it?s about protecting the players.? I?ve been on the Committee for 20 years and it?s never been a discussion in our room of, ?Well we?re worried about a litigation about this or a litigation about a knee injury.?? We?re worried about player safety and I think one of the great things about the league is it?s been a focus of ours for a long time and there?s such a long process that goes into it.

?People think that, well, there?s a Competition Committee, they take guys, and they come up with these rules. There?s such a long process. This is a rule we?ve actually talked about for a couple of years with the [NFL] Players Association, with the Head, Neck, and Spine Committee, with Coach Madden?s subcommittee, all of those things.? So the reasoning behind these rules is, number one, the short-term health and safety of the players and, number two, the long-term health and safety of our players.?

McKay has no concern regarding the potential impact of enhanced safety rules on the long-term welfare of the game. At some point, could another league that promises ?old-school? football with big hits and players willing to take the risks emerge to threaten the NFL?

?No, I don?t think so, Mike, and I?ll tell you why,? McKay said. ?It doesn?t mean that there couldn?t be another league; obviously there could be at any time.? But remember what football is.? Football is the ultimate team sport and it begins at a very young age and we?re the leaders of that sport and we take the responsibility for that.? So if we ever get the mindset that, hey, we have to leave this game as tough as it is and in some way we don?t encourage younger players to play our game then be assured of this, in time it will affect our game.? It will have an effect and that?s something that we can never forget and that?s why we always say when we pass rule changes, we?re passing it hoping to force it all the way down to the littlest guys playing our game and so that everybody understands how safe our game can be.

?So the fact that somebody may decide to play ultimate football or ultimate whatever, fine for them.? But in our game we?re always going to look out for the entire game, that starts from the little guys playing football, high school football, college football, and us because what?s made us great is that entire feeder system of that chain has made our game as great as it is.?

It?s a responsible and prudent approach, but the resistance from players and criticism from fans suggests that, eventually, a league that plays football ?the way it used to be played? could pose a threat to the NFL?s future.? Then again, if parents view the game as unacceptably dangerous, the supply of football players eventually will be choked off.

Research explores links between physical and emotional pain relief

Mar. 21, 2013 ? Though we all desire relief -- from stress, work, or pain -- little is known about the specific emotions underlying relief. New research from the Association for Psychological Science explores the psychological mechanisms associated with relief that occurs after the removal of pain, also known as pain offset relief.

This new research shows that healthy individuals and individuals with a history of self-harm display similar levels of relief when pain is removed, which suggests that pain offset relief may be a natural mechanism that helps us to regulate our emotions.

Feeling Worse to Feel Better: Pain-Offset Relief Simultaneously Stimulates Positive Affect and Reduces Negative Affect

Research shows that feeling pain leads to negative emotions, but less is known about the relief that occurs when pain is removed. Is pain offset associated with positive emotions, or simply the alleviation of negative emotions?

Franklin and colleagues used recording electrodes to measure participants' negative emotions (eyeblink startle response) and positive emotions (muscle activity behind the ear) in response to loud noises; sometimes the loud noise was presented alone and other times it was presented 3.5, 6, or 14 seconds after receiving a low- or high-intensity shock.

Participants showed increased positive emotions and decreased negative emotions after pain offset. The greatest increases in positive emotion tended to occur soon after high-intensity shocks, whereas the greatest decreases in negative emotions tended to occur soon after low-intensity shocks.

These findings shed light on the emotional nature of pain offset relief, and could provide insight into why some people seek relief through self-injurious behavior.

The Nature of Pain Offset Relief in Nonsuicidal Self-Injury: A Laboratory Study

In this study, the researchers examined whether the emotional relief that comes with physical pain removal might be a potential mechanism that could help to explain why some people engage in self-harm behaviors.

Participants with or without a history of self-harm were assessed for emotion dysregulation and reactivity, self-injurious behavior, and for psychiatric disorders. Using a similar recording electrode procedure as in the first study, Franklin and colleagues were able to measure positive and negative emotions in response to loud noises, either alone or after receiving a painful shock.

Surprisingly, healthy individuals displayed pain offset relief levels that were comparable to those of individuals with a history of self-harm, and there was no correlation between pain offset relief and self-harm frequency.

These results do not support the hypothesis that heightened pain offset relief is a risk factor for future self-injury. Instead, Franklin and colleagues speculate that the biggest risk factors for nonsuicidal self-injury may concern how some people overcome the instinctive barriers that keep most people from inflicting self-harm.

Canada to set higher capital requirements for key banks

OTTAWA (Reuters) - Canada's federal budget laid out plans on Thursday to impose higher capital requirements on banks whose failure could disrupt the Canadian financial system and economy.

Finance Minister Jim Flaherty also said the federal government would go ahead with its own capital markets regulatory framework if it cannot agree with the provinces on creating a common securities regulator.

And he said the government would review how it regulates financial institutions to ensure it promotes the entry and growth of smaller financial institutions in order to foster competition that helps consumers and businesses.

The new rules for "domestic systemically important banks" will parallel measures agreed by the Financial Stability Board, the financial watchdog of the Group of 20 leading economies, in response to the 2008 crisis.

Canada's superintendent of financial institutions will determine the higher capital requirement. The document did not name any particular bank.

The government will also implement a "bail-in" regime for these banks to ensure that, if a bank depletes its capital, it can be recapitalized through the very rapid conversion of certain liabilities into regulatory capital.

"This risk management framework will limit the unfair advantage that could be gained by Canada's systemically important banks through the mistaken belief by investors and other market participants that these institutions are 'too big to fail'," the budget document said.

Canada's biggest banks are Royal Bank of Canada , Bank of Nova Scotia , Toronto-Dominion Bank , Bank of Montreal and Canadian Imperial Bank of Commerce .

On the question of trying to come up with a common securities regulator to replace the patchwork of provincial regulators, Flaherty said he was coming to the end of his patience.

"The government's preferred approach is to improve the regulation of Canada's capital markets through a cooperatively established common securities regulator," the budget said.

"If a timely agreement cannot be reached, the government will propose legislation to ensure that it can carry out its regulatory responsibilities for capital markets consistent with the decision of the Supreme Court of Canada."

This referred to a December 2011 ruling that Flaherty's initial plans for a national securities regulator stepped too far into areas of provincial jurisdiction. He has been trying to come up with a replacement agreeable to the provinces ever since.

The budget also announced plans to help Canadian financial institutions expand internationally, partnering with them in promoting the Canadian brand. And it said it would allow financial institutions more flexibility regarding the residency of members of board committees.

NO SHUTDOWN SHOWDOWN FOR NOW: The Senate did its part yesterday to stave off a government shutdown by passing a continuing resolution in order to keep the government funded, ABC's Sunlen Miller reports. The continuing resolution, known in Washington shorthand as the CR, is a stopgap appropriations measure. Congress has been up against a March 27 deadline this time around to keep the government funded through September, the end of the fiscal year. The bill passed with a vote of 73-26. THE FINE PRINT: During the same week that Senate Democrats shelved their attempts to re-instate the assault weapons ban, the continuing resolution that is expected advance to President Obama's desk will make four long-standing gun protections permanent, ABC's Sunlen Miller notes. The four gun provisions are: (1) A measure which would prevent the Justice Department from requiring firearms dealers to conduct inventories to make sure weapons haven't been stolen; (2) A measure which would prevent the government from changing the definition of antique guns; (3) A measure which would prevent the Justice Department from denying a license to firearms dealers who report no business activity; (4) A measure that would require the Bureau of Alcohol, Tobacco, Firearms and Explosives to include language in firearms data stating that the information can't be used to make conclusions about gun crimes.

BOTTOM LINE: ABC's News Political Director Rick Klein notes that the first gun control legislation set to pass Congress in the wake of Sandy Hook actually loosens gun controls.

THE ROUNDTABLE

ABC's MICHAEL FALCONE: Anyone else starting to see a pattern here? In yet another poll, Hillary Clinton bests her potential Republican competition in hypothetical 2016 match-ups. The latest numbers come from a Quinnipiac survey of 1,000 registered voters in Florida, a crucial swing state that Mitt Romney lost to President Obama last November. Pitting the former First Lady and Secretary of State against former Florida Gov. Jeb Bush, she leads by a 51 to 40 percent margin and in a head-to-head race against Sen. Marco Rubio, she prevails 52 percent to 41 percent. Notably, Clinton is viewed favorably by 62 percent of voters in the state, whereas Bush only gets a 50 percent favorability rating and Rubio an even lower mark - 41 percent. "If she decides to make the race, she begins with a sizable lead in a state that Republicans cannot win the White House without," said Quinnipiac pollster Peter A. Brown. "Florida voters have a very positive view of Mrs. Clinton and it's not just Democrats who feel that way."

ABC's ARLETTE SAENZ: Even though the assault weapons ban won't be part of the comprehensive gun package considered on the Senate floor next month, Vice President Joe Biden and New York City Mayor Michael Bloomberg are sticking to their guns to ensure some type of firearm legislation does get enacted. The two will meet with the families of victims of the Newtown shooting to discuss gun reform today in NYC, and in an interview with NPR's "All Things Considered" Wednesday, the vice president said he's still hoping the assault weapons ban will pass eventually because it is "the will of the people." "My experience, having been the only guy that did this once before, along with Dianne Feinstein and others, is that this doesn't necessarily happen in one fell swoop," Biden said of the assault weapons ban. "We are going to continue to push for logical, gun safety regulations. Eventually the will of the people is going to prevail and we're going to keep at it."

ABC's CHRIS GOOD: Have the voters really forgiven Mark Sanford? That's the big question hanging over his comeback race, but who really knows? Sanford beat expectations in his 16-way primary, taking 37 percent, whereas state GOP insiders expected him to collect below 30 percent. One of them suggested to me that a 25 percent showing would be kind of abysmal for a guy with ultra-high name recognition. But who's to say whether or not 37 percent is actually good? After all, more people voted against him than for him. There were so many candidates in this primary, some of them state and local lawmakers with their own bases in the district, that it's hard to see any way to accurately judge Sanford's performance as a referendum on his public image rehabilitation. We'll have to wait until the April 2 runoff.

ABC's SHUSHANNAH WALSHE: In a conversation with Tea Party leaders about their continued support of Kentucky Sen. Rand Paul - even after his immigration announcement this week - an interesting theme emerged: openness to reform. Though the issue is not traditionally in their wheelhouse, some Tea Party leaders expressed support. Sal Russo, founder of the Tea Party Express told me, "I think the immigration issue is an important issue and Republicans have looked like they have their head in the sand and are not being serious about addressing a problem ? People are in this country a long time and they are not legal. We have to get them legal in some way in a process that gets people legal that are here?We should do it because it's the right thing." Matt Kibbe, the president and CEO of Tea Party ally FreedomWorks, said Paul's proposal is in the "framework of our principals." "We believe in the rule of law," Kibbe said. "Treat everyone just like everybody else, but we believe if you want to come to this country and work the government has a responsibility to make the process as efficient as possible."

OBAMA IN ISRAEL: President Obama's busy day of sight-seeing and political outreach is already well underway, ABC's Mary Bruce notes. In the morning, he visited the Israel Museum to see the Dead Sea Scrolls. He also visited West Bank city of Ramallah to meet with Palestinian Authority President Abbas. Back in Jerusalem (at about 11 a.m. ET) President Obama is set to deliver remarks to Israeli youth at the convention center, the centerpiece of his effort to court the Israeli public while he's overseas. THE BACKDROP: As President Obama headed to the West Bank for talks with President Mahmoud Abbas earlier today, rockets were fired from Gaza toward the southern Israeli town of Sderot, reports ABC's ALEXANDER MARQUARDT. This is only the second rocketing incident since the ceasefire was brokered following November's eight-day conflict. It highlights the divide among the Palestinians (Gaza vs. the West Bank, Hamas vs. Fatah), the view among Israelis that Palestinians don't want peace and the lack of optimism around here that Obama's trip will result in new talks.

GERARD BUTLER AND AARON ECKHART BRING ACTION TO DC IN NEW MOVIE. Instead, Tea Party faithful say it is an example of his forthrightness as well as their own openness to reform. Sal Russo, founder of the Tea Party Express, called Paul a "favorite of the group," and despite the movement's focus on the national debt, spending and economic issues he praised Paul's "willingness to stand up and take a principled stand" on immigration. Matt Kibbe, the president and CEO of Tea Party ally FreedomWorks, said he does not think Paul's immigration announcement hurt his potential 2016 presidential aspirations. "I think he's sort of risen to the top of the GOP ladder simply by putting ideas back on the table," Kibbe said, referring to both the filibuster and his budget plan. The scandalized former South Carolina governor won Tuesday's 16-way primary for his old House seat, but there's some confusion about whom he'll face in Round 2, a GOP runoff slated for April 2. With 100 percent of precincts reporting Tuesday night, former Charleston County councilman Curtis Bostic led state Sen. Larry Grooms by 493 votes, which would trigger an automatic recount. TREE OBAMA PLANTED IN JERUSALEM MAY BE UPROOTED. It's an old gospel song: Just like a tree planted by the water, I shall not be moved. But, as ABC's REENA NINAN notes, if you're the magnolia tree the president of the United States planted today in Jerusalem, there's a chance you might be moved. Obama planted a tree on Wednesday in Israeli President Shimon Peres's Jerusalem garden. It's a gift for a man Obama said has planted "the seeds of progress, the seeds of security, the seeds of peace - all the seeds that have helped not only Israel grow but also the relationship between our two nations grow." The tree was meant to signify the strong roots of the relationship between the United States and Israel. But before these American roots can take hold, the Israeli government will inspect them. An Israeli official tells ABC News that the magnolia tree will be tested and possibly removed in a week by the Israeli Agriculture Department. The roots of the tree were apparently kept in a plastic covering during the planting. As in the U.S., Israeli law forbids plants and trees from other countries from entering Israel. FOUNDATION TO COVER SEQUESTER CUTS TO IRAQ, AFGHANISTAN SCHOLARSHIPS. A Florida-based charity announced that it will cover the funding cut from scholarships for children of military members who died fighting in the Iraq and Afghanistan wars because of sequestration. ABC's SARAH PARNASS reported Tuesday that scholarships were being cut by as much as $2,133.81 per recipient this year because of automatic budget cuts to the Department of Education included in the sequester legislation. The Children of Fallen Patriots Foundation, a Jacksonville Beach organization that helps children of military members who perished while on active duty to finance their education, said it will use funding from private donations to cover the gap left by sequester cuts. "We work with our children any way to find them all available funding and grants towards college," Executive Director John Coogan told ABC News. Coogan said the organization dedicates every dollar of donations to identifying children of the fallen, advising them on how best to find grants and scholarships for higher education, and covering whatever costs are left over. http://abcn.ws/Zehbd1

UCF massacre plotter's checklist: 'Give them hell'

Campus police at the University of Central Florida released surveillance video taken from a helmet cam as they unlocked the door to James Seevakumaran's room, finding the student dead from an apparently self-inflicted gunshot wound. Police say two packages had been mailed to Seevakumaran containing new ammunition clips, and he had made a timeline of what he planned to do. NBC's Brian Williams reports.

The student who planned a massacre at the University of Central Florida before he shot himself to death was going through a checklist for the day, that included ?pull fire alarm,? then ?give them hell,? police said.

Details were emerging Tuesday about James Oliver Seevakumaran, 30, described as a loner who reportedly avoided eye contact with his own roommate ? until the day he stared him down while holding a gun.

Police say he pulled the fire alarm at his dormitory on Monday, causing a panic, then went back into his apartment and pointed the gun at the roommate. The roommate fled into a bathroom and dialed 911.

A 911 recording of the incident was released late Tuesday. In it the dispatcher asks the roommate, "Where is he at now?"

"I don?t know," the roommate says. "I just he ? like ? the fire alarm went off I opened the door to see what was going on and he?s there with like some sort of gun, like large assault gun. I don?t know if it?s a real gun I don?t know what it is. I just saw it I just slammed my door shut and locked it."

When campus police arrived, they found Seevakumaran dead in his bedroom, apparently from a self-inflicted gunshot wound. Police and investigators also found a .45-caliber semi-automatic pistol, a .22-caliber tactical rifle and a backpack with four homemade explosive devices. Two 110-round magazines were also found as well as more than a thousand rounds of ammunition.

At a news briefing on Tuesday, police offered new information on the case but some aspects remained a mystery. Police revealed that two packages were found that had been mailed to Seevakumaran but unopened that contained new ammunition clips and a sling for the tactical weapon.

Police also showed a video, taken by an officer wearing a camera, that showed an officer entering the dorm room and more officers quickly walking around the apartment as strobe lights flashed and the fire alarm blared. It shows them locating the body and seeing a weapon.

UCF Police Chief Richard Beary said there is nothing that has turned up yet to indicate that Seevakumaran had ties to any group or had engaged anyone as an accomplice.

"There is no motive," Beary said.

Seevakumaran, Beary said, had made out a timeline, a checklist, that indicated what he planned to do. It included going to an Orlando bar to drink as well as other items. Each item had been scratched off through the day. The last item scratched off before the suicide was "pull fire alarm,? Beary said. "Give them hell? was next.

These writings, Beary said, revealed a timeline of violence that the former business major planned to carry out at the school, a plan that only went awry when officers quickly showed up after the 911 call.

Seevakumaran was a business major who had been enrolled at UCF from the fall of 2010 to last fall, according to university officials. He had transferred to the university, which is in Orlando, from nearby Seminole State College, officials said. He grew up near St. Petersburg and was a 2001 graduate of Seminole High School.

According to The Tampa Tribune, Seevakumaran had lived with his parents and younger sister in the city of Seminole on a cul-de-sac of single-story homes built in the 1980s. The rare neighbor who remembered him recalled him as "quiet." In elementary school, he was honored for math proficiency, the newspaper reported.

At the University of Central Florida, Seevakumaran seemed to have had mounting financial problems. He had not paid his tuition or his housing bill for the spring semester, which began Jan. 7, but had not yet been evicted, university spokesman Grant Heston said.

Seevakumaran's family issued a statement through the university late Tuesday:

"The family of James Oliver Seevakumaran states that James was a loner and did not have a history of violence," it reads. "The family does not wish to make any further comments to the media, and they are requesting privacy during this difficult time."

Beary, speaking about the family, said "naturally, they are heartbroken."

An audio clip posted on the student news outlet KnightNews.com features a 3-minute interview said to be with Arabo ?BK? Babkhani, the roommate who fled into the bathroom and called 911. Babkhani told Knight News that Seevakumaran seemed to have few family or friends, didn?t have visitors and didn?t talk on the phone with anyone.

Indeed, Babkhani said, Seevakumaran never made direct eye contact with him until their encounter Monday.

On Thanksgiving, Seevakumaran stayed in the dorm and cooked a full meal for himself, Babkhani said in the interview.

According to university officials, Seevakumaran had never sought or received counseling or psychological services from UCF.

A toxicology report was going to be conducted to determine whether drugs were in his system.

A news conference was planned at the university Tuesday afternoon to provide an update on the investigation.

Authorities are saying students and faculty at the University of Central Florida may have had a very close call yesterday after a 911 call from a student who said his roommate had a gun led to the discovery of explosive devices and a possible planned attack. NBC's Mark Potter reports.
